Public health systems need to fulfil many requirements, both nationally as well as internationally. The capability of proper functioning of Essential Public Health Operations (EPHO) depends on the presence of:
- Appropriate system capacity:
- Legislation that incorporates IHR2005 and other relevant international public health regulations
- Clear public mandate for public health functions assigned to institutions in the areas of policy, science and society
- Appropriate public health workforce
- Sufficient numbers of trained specialists at the national, intermediate and local levels
- Presence of an explicit public health workforce policy or action plan
- Existence of relevant training capacity for the workforce (educators, curriculum)
