Capacity Assessments

Public health systems need to fulfil many requirements, both nationally as well as internationally. The capability of proper functioning of Essential Public Health Operations (EPHO) depends on the presence of:

1. Appropriate system capacity:
   • Legislation that incorporates IHR2005 and other relevant international public health regulations
   • Clear public mandate for public health functions assigned to institutions in the areas of policy, science and society
2. Appropriate public health workforce
   • Sufficient numbers of trained specialists at the national, intermediate and local levels
   • Presence of an explicit public health workforce policy or action plan
   • Existence of relevant training capacity for the workforce (educators, curriculum)
